As of January 1, 2026, the OINP Employer Job Offer: Foreign Worker stream expanded eligibility for self-employed internationally educated physicians. Physicians under NOC 31100, 31101, and 31102 who are members in good standing with the CPSO, hold a provisional certificate of registration, and have an OHIP billing number can now apply without a job offer. The changes align with updates under the Medicine Act, 1991 and remove postgraduate licenses from self-employed eligibility, since those holders cannot obtain OHIP billing numbers (they may still qualify with an Ontario job offer).
